OpenAI opposes California AI bill as lawmakers prepare to vote

“Instead of critiquing the actual outcome of the bill, OpenAI contends that this matter should be within the domain of Congress,” Wiener remarked in a communication. “As I’ve consistently mentioned, I concur that ideally, Congress should take charge of this. Nonetheless, Congress has not taken any steps, and we remain hesitant about Congress eventually addressing this issue.”

“Following OpenAI’s stance on Congress, California would have never enacted its data protection regulation, and considering Congress’s lack of action, Californians would lack any safeguard for their data,” Wiener included.

The proposed legislation, SB 1047, aims to impose safety standards for expansive AI models surpassing specific scale and financial benchmarks. Sanctioned by the state Senate in May, the bill requires AI companies to implement measures ensuring their technologies do not contribute to significant hazards, such as the development of bioweapons leading to widespread casualties or causing financial damages exceeding $500 million.
